Mr. Nguyen Huu Hoai, Vice Secretary of the Provincial Party, Chairman of the People’s Committee, Chairman of the Emulation and Commendation Board of Quang Binh Province, the Socialist Republic of Vietnam, Mr. Kham bay dam lat, Member of Central Lao People's Revolutionary Party, Secretary, Governor of Khammouane Province, Lao PDR, and representative leaders from relevant agencies and units of the two provinces participated at the Ceremony.

Earlier, in order to recognize outstanding achievements that the Party, government and people of Khammouane Province have made in consolidating and strengthening the relationship of the traditional friendship and special solidarity between Vietnam and Laos, the President of the Socialist Republic of Vietnam has decided to award the First-class Medal of Independence to people and officials of Khammouane Province; Second-class Medals of Independence to Mr. Kham bay lam dat, Member of Central Lao People's Revolutionary Party, Secretary, Governor of Khammouane Province and Mr. Khen Pha li vong, former Member of Central Lao People's Revolutionary Party, former Secretary, former Governor of Khammouane Province; Third-class Medals of Independence to Mr. O day Su da phon, Vice Secretary, Vice Governor of Khammouane Province, Mr. Som nuc Som chan, Vice Secretary, Governor of Khammouane Provincial Party-Government Inspection Committee, Mr. Som chay Phet si nuon, Vice Governor of Khammouane Province, Mr. Si phon Xa li bun, former Vice Governor of Khammouane Province; Medals of Friendship to the Military Command, Public Security, Foreign Affairs Department, and the Office of Government Committee of Khammouane Province.

Authorized by the President of the Socialist Republic of Vietnam, Mr. Nguyen Huu Hoai awarded Medals of Independence and Medals of Friendship of the Socialist Republic of Vietnam to collectives and individuals of Khammouane Province, Lao PDR. This is a noble reward that the Socialist Republic of Vietnam offered to individuals and collectives of Khammouane Province to acknowledge their contribution to the strengthening and nurturing of the special traditional relationship of friendship between Vietnam and Laos in general and between Quang Binh and Khammouane in particular.
