Founded in 2004 on the basis of restructuring the External Relation Division of the Provincial People’s Committee’s Office and the Border Board of the Provincial People’s Committee, Quang Binh Department of Foreign Affairs (DoFA Quang Binh) has made continuous growth and development, making significant contributions to the provincial socio-economic development.

Since Quang Binh province has been re-established in 1989, catching up the trend towards regional and international economic integration the Provincial People’s Committee (PPC Quang Binh) has set up an External Relation Official Group under the management of PPC Quang Binh’s Office.

The External Relation Official Group has proactively consulted in the provincial leadership on various fields of foreign affairs in general and foreign relation economics in particular. However, compared to the requirements of international integration and foreign policies set by the Provincial Party Congresses, there still remained many limitations, especially the capacity of implementing foreign activities in all three fields : Party foreign affairs, State diplomacy and public diplomacy.

Upon those requirements, in 1995, the PPC decided to establish the External Relation Division under the PPC’s Office, which is yet “a professional organization supporting the PPC in performing the function of state administrative management over foreign affairs in the province”.

Besides, the Border Board of Quang Binh province was, at that time, on operation, steering and implementing the Agreement on Vietnam - Laos National Border Regulations and resolving border-related issues aiming at enhancing the partnership between the Border Board of Quang Binh province and Border Boards and relevant agencies of Khammouane and Savannakhet provinces (Laos PDR), contributing to maintaining security and order in border areas, strengthening the special relation of friendship, solidarity, and cooperation between Vietnam and Laos.

For a unified management of foreign activities, the Government has rearranged its agencies, among which, the National Border Committee was positioned under the management of the Ministry of Foreign Affairs. Meanwhile, external activities at local level which have taken place in an active and increasingly diversified manner and at a large scale require a competent management agency.

In response to the proposal from Quang Binh province, the Prime Minister issued Decision No. 209/2003/QĐ-TTg dated October 10, 2003 approving the establishment of the Department of Foreign Affairs. Quang Binh PPC promulgated Decision No. 07/QĐ-UBND dated February 03, 2004 establishing Quang Binh Department of Foreign Affairs on the basis of restructuring the External Relation Division of the PPC’s Office and the Border Board of the PPC.

Shortly after its inception, the Department has focused on rearrangement of its organizational structure, issuance of its operation regulation and implementation of its key tasks. Upon the establishment, Quang Binh DoFA has 02 leaders (Director and Deputy Director), 02 Divisions (International Cooperation and Border Issues Division and Administrative and Consular Division) with 10 administrative staff and 02 contracted staff (contracted based on Decree No. 68/2000/NĐ-CP). Out of the total staff members of DoFA, one member has Ph.D degree, 09 other have undergraduate degrees. During the development process, DoFA has given importance to effective performance of its tasks and enhancement of training, capacity building activities for the staff, implementing human resource development strategy, addressing the increasing requirements for the international economic integration. By the end of 2014, the organizational structure of DoFA has gradually completed, with key positions as follows:
- DoFA Leadership: 01 Director and 02 Deputy Directors.
- 04 Divisions and 01 Unit: Administrative Office, Consular Division, Border Division, International Cooperation Division and Inspectorate - Legal Affairs Unit.
